A lay organization formed in January 2002 in response to the sexual abuse crisis in the Catholic Church, Voice of the Faithful uses a series of criteria to review the websites of Catholic Archdioceses and Dioceses across the United States.
Since its founding, Voice of the Faithful has worked consistently to support increased transparency and accountability for Church finances at the parish and the diocesan levels. Its members realized that there had sometimes been a lack of financial transparency, especially at the diocesan level, which had allowed clerical sexual abuse to go undetected.

PURPOSE AND MEMBERSHIP
The Diocesan Building Commission is a body of professional members who serve to advise and oversee construction and major renovations of new and existing properties owned by the Roman Catholic Diocese of Lexington. Meetings are held on the second Friday of each month.

PURPOSE AND MEMBERSHIP
The Diocesan Finance Council is formed in accord with Canon 492, revised Code of Canon Law (1983) from individuals appointed by the Bishop and known to be of sound integrity and are diverse in their expertise of finance and civil law. Each member will serve a term of five years and may be appointed for an additional five year term.
The Council meets four times yearly and is responsible for the annual diocesan budget, examination of annual expense and income reports for the diocese, and advising the Bishop on decisions relative to important acts of administration.

Acts of Extraordinary Administration, Canon 1277, decrees that canonical validity requires the diocesan bishop to obtain the consent of the diocesan finance council and the college of consultors, when initiating a program of financing by the issuance of financial instruments, resolving claims by financial settlement, engaging operations that are not substantially related to the Church to generate income, or entering into financial/contractual agreements in which actual or potential conflict of interest with diocesan leaders.
- The maximum limit for alienation and any transaction which, according to the norm of law, can worsen the patrimonial condition is $3,500,000.
- The minimum limit for alienation and any transaction which, according to the norm of law, can worsen the patrimonial condition is $250,000.
- For the alienation of property of other public juridic persons subject to the Diocesan Bishop, the maximum limit is $3,500,000 and the minimum limit is $25,000 or 10% of the prior year’s ordinary annual income, whichever is higher.
